NOTICE OF VIRTUAL PUBLIC HEARINGS

SOUTHEASTERN PENNSYLVANIA TRANSPORTATION AUTHORITY



Fiscal Year 2021 Operating Budget and Fiscal Years 2022 - 2026 Financial Plan and Proposed Fare Restructuring

Pursuant to Pennsylvania Title 74 Pa. C.S.A. Transportation Section 1751 - Fiscal Provisions, the Southeastern Pennsylvania Transportation Authority ("SEPTA") is required to adopt an operating budget prior to the beginning of the ensuing fiscal year, which begins July 1st.

Due to the State of Emergency declared by both the President of the United States and the Governor of the Commonwealth of Pennsylvania; the public health concerns created by the COVID-19 outbreak (coronavirus); and to support the health, well-being and safety of our community, the SEPTA Operating Budget Public Hearings will be held as virtual hearings. Members of the general public may attend the Operating Budget Hearings remotely and are encouraged to do so.

The schedule for the Virtual Operating Budget Public Hearings is as follows:




SEPTA will be using WebEx to conduct these hearings. To register for any of the above listed hearings, select your desired date link above.

Each hearing session will begin with a pre-recorded segment that will include the Hearing Examiner's opening remarks, a reading of SEPTA's official testimony by representatives of the Authority and the playing of a corresponding Power Point Presentation. This recording will be posted for viewing on SEPTA's website at www.septa.org/notice beginning on or about May 15, 2020. After the pre-recorded segment, the hearings will be opened for public comment. The Hearing Examiner and representatives of the Authority will be available at each hearing to listen to public comments. Closed Captioning will be used in the pre-recorded segment and a sign language interpreter will be used during the public comment segment.

Public Participation Options:

  • Individuals wishing to speak during the hearings must pre-register for a time slot on May 26th or May 27th. Pre-registered individuals will be announced at their scheduled times to speak.

  • Persons desiring to provide oral comments about the operating budget or fare restructuring proposal may call 215-580-7772 and submit comments via voicemail message.

  • Persons desiring to listen only to the Operating Budget hearing may call 1866-796-7535 and use passcode 26811232

  • Written comments can also be sent via email to operatingbudget@septa.org.

  • Persons wishing to file written comments may also mail them to the Director, Operating Budgets, Southeastern Pennsylvania Transportation Authority, 1234 Market St., 9th Floor, Philadelphia, PA 19107.

All comments received will become part of the public record and be forwarded to the Hearing Examiner. To be included in the public record, comments must be received by May 31, 2020.

The proposed Operating Budget and Financial Plan and the Authority's Fare Restructuring proposal is available for the public to view at SEPTA's website.

SEPTA will provide 60 days notice of effective date when fare instrument changes transition to SEPTA Key.
Current on board weekday/weekend fares $1 below SEPTA Key full launch pricing established in 2017.

Surface Lot Daily Parking $1.25 rate established in 2017.

TARIFF #1 CITY TRANSIT DIVISION
- Fare increase presented above
- SEPTA Key Card travel wallet transfer changes:

  • First transfer within 90 minutes of base ride free
  • Second transfer within 90 minutes of base ride $1.00 (regular) or $0.50 (disabled)
- Introduction of child ages 5 through 11 cash fare of $1.00, limit 3 per fare paying adult
- Discontinuance of Family Independence Pass

- Introduction of new rolling Three Day Convenience Pass valid for 72 consecutive hours (future product)
- Law enforcement personnel with valid ID and Personal Care Attendant granted free transportation
- Increased the number of children eligible to ride free from two to three
- Introduction of One Day Independence quantity (3) purchase discount (future availability)


TARIFF #155 SUBURBAN TRANSIT DIVISION
- Fare increase presented above
- SEPTA Key Card travel wallet transfer changes:

  • Passes: One Day Convenience $9.00 and One Day Independence $14.50; 7 Day $26.50 and 30 Day $99.00 (future product)
  • Transit Trip Fares: One Trip $2.50 and Two Trip $5.00 with one free transfer per base trip

TARIFF #229 PARATRANSIT-ADA
- Fare information presented above
- Inter-County charge reduced from $1.00 to $0.75
- Zone charge reduced from $1.00 to $0.75
- Added $0.75 charges can only be applied once, max single trip fare cannot exceed $5.00
- Once SEPTA Key is operational the adult token will no longer be accepted


TARIFF #154 RAILROAD DIVISION
- Fare increase presented above
- Introduction of child ages 5 through 11 fare of $1.00, limit 3 per fare paying adult
- Discontinuance of Family Independence Pass
- Discontinuance of Evening weekday off-peak fares
- One Day Independence 10 ride trip limit set and elimination of the AM peak travel restriction allowing use any time of day
- Introduction of One Day Independence quantity (3) purchase discount (future availability)
- Once SEPTA Key is fully operational ten trip fares are eliminated and replaced with SEPTA Key fares
- Law enforcement personnel with valid ID and Personal Care Attendant granted free transportation
