SOUTHWEST CONNECTION IMPROVEMENT PROGRAM

SATURDAY & SUNDAY, AUGUST 7-8; 14-15; 21-22 & 28-29, 2021

The Southwest Connection Improvement Program will rebuild the mainline infrastructure on the Media/Elwyn Line between 30th Street Station and the Arsenal Interlocking, just below Penn Medicine Station.

SCHEDULED WORK FOR 2021
  • Complete Walnut Tunnel structural repairs under JFK Blvd

  • Continue Airport signal system cut over and testing

  • Renew Airport Line Overhead Catenary System (OCS) wire & cables

  • Complete major Snooper/Bridge Inspections along West Chester Branch viaducts and Airport Line/I-95 viaduct

  • Complete Arsenal Interlocking home board signal head rebuild

  • Continue Arsenal and Civic Interlockings signal wire installation

  • Complete Civic Interlocking turnback track

  • Complete West Chester Branch structural repairs to catenary portal frames

  • Continue West Chester Branch tie renewal work

  • Complete tree trimming and hot spot clearing at Walnut Interlocking and along West Chester Branch

  • 3rd Party Construction work at Penn Medicine Station including a new station elevator

Installing new high speed switches and returning the track to operation is a complex effort. We are working to minimize the impact of this project for the greatest possible number of customers and residents by working on weekends in August. Special Regional Rail construction timetables will be in effect for the Media/Elwyn and Wilmington/Newark Lines. The Airport Line will operate as a Shuttle Bus also with a special construction schedule. While these timetables are in effect, service levels will be adjusted and most trip travel times will increase.

MEDIA/ELWYN REGIONAL RAIL LINE
  • Train service will operate between Elwyn & 49th Street Stations following special construction timetable
  • Service will operate every 2-3 hours
  • Shuttle Buses will substitute for service between 49th & 30th Street Stations
    • Shuttle Bus from 49th Street will board on Chester Ave
    • Shuttle Buses from 30th Street will board at Amtrak Station at the 30th Street side drive
    • No fare collected on Shuttle for travel between 49th St/30th St.
      • Remember to TAP ON with your Key Card to open your trip before you board the train
      • If 30th Street is your final destination – TAP OFF at 49th Street before boarding the shuttle bus
      • If you are connecting to a Center City or Outlying Regional Rail Station – TAP OFF at your final destination station to close your trip
  • Alternate Travel Option to/from Penn Medicine, 30th Street, Center City – Route 13 Trolley (board/exit at 49th Street)
  • For continuing travel to Center City from 30th St: take any Regional Rail train going towards Suburban Station or use Market Frankford Line/Trolleys – 30th Street (across from Amtrak Station)

  • Special Media/Elwyn Line schedule

WILMINGTON REGIONAL RAIL LINE

Service Resumes

  • Train Service will operate between Newark & 30th Street following special construction timetable
  • ALL trains will arrive/depart 30th Street from Amtrak Main Terminal Lower Level platform
  • NO service to/from Penn Medicine. Use Media/Elwyn Shuttle or Penn Medicine Area Circulator for travel to 33rd & Spruce
  • NO direct service to/from Suburban, Jefferson, or Temple University Stations
  • Service will operate every 2 hours
  • Customers exiting at 30th Street should ask the Conductor or SEPTA Key Fare Ambassador to tap your Key Card at the end of your trip to ensure the correct fare is paid
  • Free connection at 30th Street Station for continuing travel on Regional Rail
    • Remember to TAP ON with your Key Card to open your trip before you board the train and TAP OFF when exiting at a Center City or Outlying Regional Rail Station
  • For continuing travel to Center City from 30th St: take any Regional Rail train going towards Suburban Station or use Market Frankford Line/Trolleys – 30th Street (across from Amtrak Station)
AIRPORT REGIONAL RAIL LINE

NO TRAIN SERVICE - SHUTTLE BUSES WILL SUBSTITUTE

  • Shuttle Buses will substitute for train service between Eastwick, Airport Terminals, and 30th Street Station
    • Shuttle Buses from the Airport Line Temporary Shuttle Bus Stops located along the Baggage Claim lane for Terminal A/B, C, D & E/F – please look for signs

    • Shuttle Buses from 30th Street Boards at Amtrak Station at the 30th Street side drive

    • Shuttle service will operate hourly

    • No fare collected on Shuttle for travel to/from the Airport
      • Tap your Key Card at 30th Street Station for connecting travel on Regional Rail after exiting the Shuttle 
      • Tap ON using your Key Card at the beginning of your trip before boarding the train for travel towards the Airport
        • TAP OFF at 30th Street Station and then board the Shuttle Bus

TEMPORARY CHANGES TO OTHER REGIONAL RAIL SCHEDULES DURING SOUTHWEST CONNECTION
SOUTHWEST CONNECTION IMPROVEMENT PROJECT OVERALL PROGRAM SCOPE

While SEPTA has a rigorous inspection and maintenance program, before the start of the multi-year Southwest Connection Improvement Project, the last significant capital investment in this area was made by Conrail and Amtrak in the mid-1980’s in preparation for the opening of the Airport Regional Rail Line. Thanks to funding from Pennsylvania Act 89, SEPTA continues to invest in state of good repair and upgrade projects for critical infrastructure to:

  • Replace infrastructure, some of which dates to the 19th century

  • Ensure safe and reliable service for the Airport, Media/Elwyn, and Wilmington/Newark Regional Rail Lines

  • Improve travel reliability between 30th Street and Penn Medicine Stations

  • Make it possible to safely increase train speeds through the interlockings

  • Establish better maintenance windows for this busy section of critical Regional Rail infrastructure

  • Allow Operations to continue to service Penn Medicine Station in the event of an interruption on SEPTA or Amtrak
